Split binary configuration from digger execution.
This removes a bunch of duplication mapping inputs to env vars since the binary configuration steps don't need all the digger specific environment variables.
Note: Putting this PR as
draftbecause I haven't tested this across all the execution modes. If you want to proceed with this approach let me know and I can try to get it tested!
