Ease installation of cross-target apt packages, when available. eg. a
CI_CROSS_TARGETS=linux-arm@arm-linux-gnueabibuild could setAPT=libz-dev:armel.fyi. github actions Ubuntu VMs default to a partial mirror of the ubuntu repositories which only includes i386 and amd64 packages. So I treat this as a draft until I (or someone) can successfully use it. Maybe with a docker image?
