In order to have the new and better looking interface to display the codex for communities tables, we need to have the tool, tutorial and workflows tables as yaml.
This update creates the yaml and creates the links in the appropriate folders.
This update do not modify the jekyll website to display the yaml, this will be another PR (next year).
This was tested and the output of this update is visible in the following PR : #543
