Importing most of the logic from the previous spike
because if I'm going to stare at a terminal for 8 hours I might as well make it pretty
when formatting structured ingredients back to a string, handle round numbers and mistructured units.

In this PR I'm pushing the scripts that I've used to run the migration, as well as the Readme that explains how they've come about.
