docs(cookie): update outdated RFC links

This PR updates the RFC links in src/utils/cookie.ts to point to the latest rfc6265bis draft (draft-22) and the partitioned-cookies draft.

Changes

• Updated __Secure- and __Host- prefixes links to draft-ietf-httpbis-rfc6265bis-22.
• Updated Max-Age and Expires links to draft-ietf-httpbis-rfc6265bis-22.
• Updated Partitioned link to draft-cutler-httpbis-partitioned-cookies-01.
• Removed FIXME comments associated with these links.
