This is a simpler, minimal patch compared to previous PR (#1344) trying to resolve and fix
linux-64wheel builds on main.This PR pins miniconda installers used on llvmdev and llvmlite linux workflows to match version on manylinux scripts and not use
latestinstaller -llvmlite/buildscripts/manylinux/docker_run_x64.sh
