P1 Badge Align opentelemetry versions with tracing-opentelemetry

Bumping tracing-opentelemetry to 0.32 pulls in opentelemetry/opentelemetry_sdk 0.31, while the workspace still pins 0.30 (codex-rs/Cargo.toml), creating two versions in the graph. The code passes an opentelemetry_sdk::trace::Tracer into tracing_opentelemetry::layer().with_tracer(...) (see codex-rs/otel/src/otel_provider.rs), which will now be a 0.30 type being used where the 0.31 trait is required; this typically fails to compile due to distinct crate versions. You likely need to upgrade the workspace opentelemetry* crates to 0.31 to keep the types unified.
