Add pre-commit and lint workflow

Summary

This is on top of #2251, which added the following

• Add pre-commit hooks for automated code quality checks (end-of-file fixer, trailing whitespace, JSON/YAML/TOML validation, ruff linter)
• Add ruff configuration with comprehensive linting rules
• Add GitHub Actions workflow to run linting on CI

We're temporarily ignore existing lint violations in ruff config to establish a baseline (new violations will still be caught)
